You now have an entire cast of people surrounding your protagonist and antagonist.

You also have the source of conflict between them.

You will have an idea of the characters you need - within their personal circle and to serve the needs of the plot.

Every one of these people must react. They may react by not caring. They may care very much.

If the conflict is serious enough, then there will be reactions. If the actions of the central characters cause no reaction, then you really have to re-examine your theme.
